Background: Climate change is acknowledged by world leaders to be one of the greatest environmental and economic challenges facing humanity. The EU and US agreed at their summit meeting in Gothenburg on 14 June 2001 that climate change is “a pressing issue that requires a global solution” and that “prompt,
effective and sustainable action is needed” to address it.
